The Personal Health Information Protection Act of 2004 (PHIPA) is the regulation that governs use of personal health information in Ontario.
The Hypercare application can be classified as Healthcare Information Network Provider (HINP) or Electronic Service Provider (ESP) which is defined by Information and Privacy Commissioner of Ontario (IPC).
If the Hypercare application is deployed as the platform for internal communication between clinical professionals (e.g. physicians, nurses, pharmacists, and other allied health) in one organization, then the Healthcare Information Custodians (HIC) is the hospital and Hypercare is classified as a Electronic Service Provider.
If Hypercare is used by your organization to reach externally to clinicians of other organizations, Hypercare is classified as a Healthcare Information Network Provider (HINP). The HICs are the two hospitals exchanging information.
